Manager Expenses

Summary

Not implemented as a distinct Expense model. No reporting-manager relationship, team-claim query, manager queue, or manager-only decision rule is enforced in the reviewed Expense source.

Audience

Managers, HR operations, and product owners.

Confirmed boundary

Workflow can own a Pending decision, but Expense does not prove that the workflow assignee is the claimant's manager. Manager review policy, delegation, substitutes, escalation, and organizational hierarchy behavior Require confirmation from Workflow/Employee owners.
