Leave Rejection and Cancellation
Summary
Rejection closes a Pending request with a reason; cancellation closes Pending or Approved Leave under confirmed authorization behavior.

Overview
A rejection reason is required. Rejection does not consume or restore balance because only approval applies usage. Compatibility behavior permits an employee to cancel their own Pending request and broader authorized scopes to cancel. Approved cancellation reverses usage. The extracted aggregate allows Approved cancellation, but final cross-surface authorization parity is Transitional. Withdrawal, cancellation approval, cancellation reason, edit/resubmit, post-Payroll restrictions, and automatic downstream correction governance require confirmation or are not implemented.
