Summary

Category is an optional free-text Course attribute. It is accepted on create/import, displayed in the admin catalog, and included in export/report-oriented course data.

There is no Category entity, controlled catalog, hierarchy, lifecycle, ownership rule, lookup endpoint, or category administration screen. Category governance is therefore Foundation and spelling/normalization consistency requires confirmation.

Business ownership, policy approval, fine-grained eligibility, service objectives, and future lifecycle governance require confirmation where not implemented.
