Payroll Locking and Freeze

Summary​

Freeze creates the stable Payroll boundary, applies recoveries, enables frozen outputs, and is observed by Attendance period-lock checks. Unfreeze reverses unreversed recoveries and enables correction. It does not close PayrollPeriod or prove payment. Direct and compatibility unfreeze statuses differ transitionally.
