Manager completion emits its event; HR review does not. Approval emits approval and finalization.

Notification resolves intents for the three mapped decision signals. Compatibility does not reproduce the decision event model.

Operational ownership, service objectives, reconciliation, replay, and future consumer governance require confirmation where not explicitly implemented.
