Performance Appraisal Events

Summary​

Creation emits no event. Canonical self submission, manager review, and approval do.

Workflow approval uses the approval pair. Rejection reopens without an event. Compatibility saves are reduced behavior and do not produce lifecycle events.

Requires confirmation​

Operational ownership, service objectives, reconciliation, replay, and future consumer governance require confirmation where not explicitly implemented.
