Performance Review Cycle Events

Summary​

Creation has no event. Open and close are the only event-producing cycle transitions.

Open/close coordinate evidence and map to their named contracts. Dedicated intermediate-phase commands/events are not implemented. Notification recognizes both contracts.

Requires confirmation​

Operational ownership, service objectives, reconciliation, replay, and future consumer governance require confirmation where not explicitly implemented.
