Overview
Production of an event proves neither broker delivery nor downstream consumption. Notification templates, recipient resolution, channels, retries, delivery status, and Recruitment-specific consumer idempotency are Not implemented in the inspected Notification Service. The Recruitment processed-event ledger is a persistence foundation but no inbound consumer was found.
