An HR manager can see the Shifts menu when the required feature entitlements are present. Department-manager navigation exposes team Attendance and Leave, not shift administration.
The Shift Management page itself does not change behavior by manager role and contains no team selector, department filter, coverage calculation, assignment editor, roster approval, or shift-swap queue. Direct-route access is primarily feature-gated in the client; backend enforcement must remain authoritative.
